Karabena Consulting was engaged by the Transport Accident Commission (TAC) to explore the Clontarf Foundation Driver Education Program. Designed to address the challenges faced by young Aboriginal and Torres Strait Islander men in obtaining a driver’s licence, the program combines professional driving instruction, culturally safe mentorship and road safety education.

The program operates across six Victorian Clontarf academies and aims to equip participants with essential skills to overcome licensing barriers, improve road safety awareness, and prepare for employment. Karabena Consulting conducted an exploration of the program’s successes, challenges, and opportunities for improvement to support its continued growth and impact.

The aim of this project was to understand the methodology and delivery modes of Clontarf’s Driver Education Program and provide recommendations and learnings to the TAC.

Project Aims

 

To complete this project, Karabena Consulting:

  • Conducted a literature review examining the role of mentorship in driver education programs, focusing on culturally relevant approaches for First Nations communities.

  • Delivered online surveys with students, Clontarf staff, and driving instructors.

  • Conducted semi-structured interviews with Clontarf staff and driving instructors.

  • Facilitated virtual focus groups with students across all six Victorian Clontarf academies.

Outputs

 

The findings and recommendations from the report are under review by the TAC. The recommendations aim to both enhance the Clontarf Driver Education Program and provide a framework for implementing culturally tailored driver education programs more widely across other First Nations communities and regions.
