In collaboration with Karen Milward Consulting Services, Karabena Consulting worked on developing the Cultural Capability Framework Implementation Action Plan (Action Plan) and the Monitoring and Evaluation Framework for DEECA.
The project aimed to ensure DEECA had a comprehensive, culturally responsive strategy to build the capability of their workforce in engaging with Aboriginal and Torres Strait Islander communities.
The project culminated in a structured, action-oriented plan and a robust Monitoring and Evaluation Framework to ensure successful implementation and long-term sustainability of the Action Plan.
Summary
The project aimed to:
Develop a clear and actionable Cultural Capability Framework Implementation Action Plan for DEECA.
Design a Monitoring and Evaluation Framework to track and assess the progress of the Action Plan.
Ensure that DEECA staff have the tools and guidance to embed cultural capability within their work, creating a culturally safe and supportive environment for Aboriginal and Torres Strait Islander staff and community members.
Foster long-term, sustainable practices that align with DEECA’s commitment to cultural safety and respect for Aboriginal and Torres Strait Islander peoples.
Project Aims
The project methodologies included:
Consultation and Co-design: Engagement with DEECA stakeholders, including Aboriginal and Torres Strait Islander leaders, to ensure that the Cultural Capability Framework Implementation Action Plan was designed in a way that was culturally relevant and responsive.
Action Planning: Structured workshops were conducted to break down the Framework into actionable steps, ensuring clarity and feasibility of the Action Plan.
Monitoring and Evaluation Framework Development: A tailored Monitoring and Evaluation Framework was developed to track the implementation of the Action Plan and assess the impact and success of the initiatives. This included setting key performance indicators, data collection strategies, and feedback loops.
Collaboration: Karen Milward, a key expert in cultural capability, led the facilitation of consultations and strategy development, ensuring that Aboriginal and Torres Strait Islander people’s perspectives and knowledge were central to the project outcomes.
