QLD Child Death Review Board Cultural Integrity Framework

Who funded the project

 

The Queensland Child Death Review Board (CDRB) is responsible for carrying out system reviews following the death of a child connected to the child protection system.

Karabena Consulting was engaged to develop a cultural integrity framework in keeping with the CDRB’s commitment to ensuring that Aboriginal and Torres Strait Islander people influence and guide their work.

A cultural integrity framework was developed through analysis of the policy and legislative context within which the CDRB functions, and consultations with key stakeholders.

Summary

 

The project aims were to develop a cultural integrity framework:

  • to recommend system improvements that appropriately respond to issues affecting Aboriginal and Torres Strait Islander children and families; and

  • to assist the CDRB to make decisions about how and when to gather insights appropriately and sensitively from Aboriginal and Torres Strait Islander people in their work.

Project aims

 

Karabena conducted a desktop review of reports and cases provided by the CDRB, as well as publicly available principles and frameworks.

Karabena conducted interviews and facilitated roundtables with key stakeholders which further informed the development of the draft framework. This draft framework was then tested with the CDRB Secretariat and further refined based on their feedback to deliver the final cultural integrity framework.

Methodologies

 

The key output for this project was the cultural integrity framework. Due to the sensitive nature of the work of the CDRB, we are yet to understand whether this will be made publicly available.

Outputs

 

The cultural integrity framework included a range of recommended actions for the CDRB.

The draft framework included some recommended goals for the CDRB to consider over the next 3–5 years, centring around the project aims.
