Driving Change: Participatory Research and Recommendations to Enhance Road Safety Outcomes for Victorian First Peoples Children, Young People and Their Families

Karabena Consulting was engaged by the DTP to deliver a two-stage project focused on improving road safety outcomes for Aboriginal and Torres Strait Islander people in Victoria.
The first stage (September 2023 – January 2024) involved a comprehensive review of literature, examining evidence-based strategies and actions to enhance road safety for First Nations communities in Victoria.
Building on these findings, the second stage (June 2024 – January 2025) engaged stakeholders through consultations to explore systemic barriers and identify practical, culturally safe solutions for improving road safety outcomes.
As part of this work, we delivered a review of literature, along with a final report and summary report outlining key recommendations for the DTP’s consideration.
Summary
This project aimed to research and identify evidence-based strategies and actions that can be implemented to improve road safety outcomes for Aboriginal and Torres Strait Islander people in Victoria.
Project Aims
To complete this project, Karabena Consulting:
• Conducted a review of literature
• Held a co-design session with young First Nations people to develop survey questions
• Conducted an online survey
• Facilitated 10 in-person and online forums with First Nations community members, DTP and Transport Accident Commission (TAC) representatives, Victoria Police Aboriginal Community Liaison Officers (ACLOs), representatives from justice and rights advocacy organisations, and stakeholders working with young First Nations people.
• Conducted a sense-making workshop with the DTP.

The findings and recommendations from the review of literature and final report will support the development of culturally appropriate policies, programs, and initiatives to improve road safety outcomes for Aboriginal and Torres Strait Islander people in Victoria.
